State and local government staffing services

Contract and permanent talent for state agencies, counties, cities and special districts. Fill vacancies, cover leave and staff grant-funded projects with US-based professionals.

Staffing built around public hiring rules

State agencies and local governments are carrying open positions with fewer HR staff to fill them. Retirements, budget limits and slow posting cycles leave critical work uncovered.

Konnex fills those gaps. We run permanent recruitment for approved positions and supply contract professionals when you need someone working now: during a vacancy, a leave, a grant-funded project or a surge in demand.

We follow your minimum qualifications and pay bands from day 1. If your jurisdiction has civil service steps, we work with your HR team so our candidates move through them, not around them.

Contract staffingThe professional works for your agency for a set term. We handle payroll as the employer of record, directly or through a US payroll partner.Hourly bill rate: pay rate plus a markup that covers payroll taxes, insurance, screening and our margin.
Contract-to-hireStart on contract, then convert to your payroll when the fit is proven and your position is approved.Contract bill rate, then a conversion fee or a waiver after a set number of hours. Agreed in writing up front.
Executive and department-head searchA staged search for senior roles, with a defined schedule, candidate pool report and finalist slate.Fixed fee in stages, quoted in your format.

How it works

4 steps, with a 5 business day shortlist target.

  1. 1Day 1

    Intake

A 30-minute call with the hiring manager. We confirm duties, minimum qualifications, pay range, location and any civil service or screening rules.

  2. 2Days 2 to 5

    Search and screen

Our dedicated sourcing and screening team searches, contacts and interviews candidates. Every candidate is US-based and work-authorized.

  3. 3Target: day 5

    Shortlist

You get 3 to 5 screened candidates with notes on fit, pay expectations and availability. Business days, from a complete intake.

  4. 4Your schedule

    Interview and start

You interview and choose. We run background checks to your requirements, then handle the offer or the contract start and check in after.

Timelines are targets, not promises. Senior or highly specialized roles take longer. Executive searches follow a staged schedule we agree with you before we start.

US-based. Every placement.

Common questions

Plain answers for hiring managers, HR and procurement. Still unsure? Ask us directly.

Can you staff a grant-funded position?

Yes. Contract staffing fits grant-funded work well, because the engagement can end with the grant. Tell us the grant terms that apply and we will price and document the work to match.

Do you work with civil service rules?

Yes. We confirm at intake which rules apply to the position. For classified roles, we can source and pre-screen candidates who then apply through your process. For unclassified or contract roles, we present candidates directly.

Can you cover a vacancy while we recruit permanently?

Yes. A contract professional can start while your permanent recruitment runs. Contract-to-hire lets you convert that person if they are the right fit.

Do you supply large numbers of temporary workers?

Our focus is professional and hard-to-fill roles, not high-volume temp labor. For 1 to 10 critical roles, we are a strong fit.

Is remote work possible?

If your agency allows it. Remote staff are US-based and work under your accounts and security policies.

Tell us the role. We will send a shortlist.
